Allah sets forth a Parable: a city enjoying security and quiet, abundantly supplied with sustenance from every place: Yet was it ungrateful for the favours of Allah: so Allah made it taste of hunger and terror (in extremes) (closing in on it) like a garment (from every side), because of the (evil) which (its people) wrought.

When We decide to destroy a population, We (first) send a definite order to those among them who are given the good things of this life and yet transgress; so that the word is proved true against them: then (it is) We destroy them utterly.

She said: "Kings, when they enter a country, despoil it, and make the noblest of its people its meanest thus do they behave.

真主打一个比喻：一个市镇，原是安全的，安稳的，丰富的给养从各方运来，但镇上的居民辜负真主的恩惠，所以真主因他们的行为而使他们尝试极度的饥荒和恐怖。

当我要毁灭一个市镇的时候，我命令其中过安乐生活者服从我，但他们放荡不检，所以应受刑罚的判决。于是我毁灭他们。

她说：“国王们每攻入一个城市，必破坏其中的建设，必使其中贵族变在贱民，他们这些人，也会这样做的。
